Will this be fine enough for sanding clear to be ready for Buffing
Yes, this will work for preparing paint and clear coat for buffing.
2,000 up to 3,000 grit sanding disks and using a small amount of water would be recommended.

Will i need to but a interface pad?
This is dependent on what you are sanding. To strip paint you will not need one. If you are trying to prep parts and not dig on body lines then an interface pad is the way to go.
