Will these grind down MIG welds?

YES. When used properly in a 20,000 RPM grinder, the Eastwood Dual-Cut Carbide Burr set will remove and shape metal from a mild steel Mig weld. This Burr set (11779) is designed to be used on Ferrous Metal.

Would these bits be effective used with a Dremel tool to enlarge a hole in steel?

This Burr set has 1/4 inch shanks. As long as these burrs will fit into your Dremel, they will work.

Can these be use to grind down a grade 8 hardened steel bolt?

These carbide burrs were designed for removing metal on cast parts. For grinding down a grade 8 bolt a cut off wheel would be a better choice.
