Is this paint recommend for plastic that has been painted chrome previously

Yes you can certainly use this for your application. Just clean with Pre, wipe dry, scuff up with a scuff pad. and apply per label instructions.

Will this spray well through an aerosol straw? I’m looking to cover the inside of the rear intake grille on a beetle to make it an additional brake light.

That would be something that we never tested here at Eastwood. Going through the straw the paint will lose the spray pattern that you see right at he nozzle. You could try this on a non important item to see how it works.

After using the PRE and scuffing up the surface should I use a primer first before finishing my wheels. If so which primer do you recommend.

No primer is needed, Just prep the surface and apply thin coats.

Would this work on old chrome wheels that I used rust dissolver on. I got the rust off but I have a "mottled" finish on them now. There is only about 2" of the outside part of the wheel that is visible after the wire baskets are mounted to them.

Yes this product will work on your wheels. Just clean the surface with Pre, and take a red scuff pad to the area to be painted, and apply your paint as per label instructions.

How durable is this - as good as regular enamel? will this easily rub off? If so what clear should be used? Will this clear turn the reflective surface dull gray (like typical clear on rattle can metallic chromes from Rustoleum or Valspar)?

This is as durable as any other non catalyzed paint. Clear over top is not recommended.
