Shipping cost was outrages. Also tried to reach tech support was on hold forever, finally left call back number, never received a call back.

Is the regulators on the plasma 40 a common issue to go bad after three uses?

Not common but can happen. If you are still under warranty, Eastwood will gladly replace it.
