The description says one can is enough for 2-3 wheels. Is that enough to cover just the outer face of 2-3 wheels or enough for 2-3 WHOLE wheels? (outer face, backside, tire cavity)?

I believe that the outer face of 2-3 wheels is possible with one can.
Depending on how many coats of paint and the size of the wheel plays an important part.

I am getting ready to restore 4 Pontiac Rally II wheels using this paint purchased 3 or 4 yrs. ago, which I understand is a lacquer paint, correct? My questions are: 1) Which self etching primer? 2) 2K clear or Diamond clear?

Yes, this is a lacquer based coating. For best results we do recommend it to be applied over our Self Etching primer and our Diamond clear can go over this; but our 2k Clear would be the best durability for over this coating.

I used the black wheel paint and discovered that it dissolves in a solvent (in my case Pre Painting Prep). I went to look for Q&A about it and see that it’s no longer available. Was the solvent problem a reason it’s been discontinued?

I'm painting my front plastic grilles with this and its drying before it hits the target. Temperature is 80 and humidity is 58.

The ideal temperature to paint is 70 degrees & humidity less than 50%. Since you live in an environment with high humidity year round, I would try to paint just before the sun rises & before the bugs start coming out.
