What is the primary difference between Lizard skin Ceramic & Sound control? And can they be used in conjunction with each other?

Ceramic is for heat reductions and sound formula is for noise reduction. They can certainly be used in conjunction with one another. If doing so- you would apply the sound control formula first.

Can this product be applied directly over Eastwood platinum rust encapsulation or does it need epoxy before 8sing lizard skin?

We do not recommend spraying this product over existing sound deadening. And unfortunately, we have never tested this product for that specific application.
