Yes you can spray Por 15 over properly prepared rusted surfaces. Follow the manufactures preparation & application instructions.

What is the lowest temperature that rust preventative coatings can be applied?
Eastwood's Rust Preventative coatings should be applied at no lower than 65 degrees Fahrenheit. It takes 3 to 4 hours to dry at 68 degree Fahrenheit .

Can this product accelerate dry time for a oil base paint?
This accelerator is formulated specifically to be used with POR15 products only. We can not recommend utilizing it with an other style especially brand paint or coating since no testing has been done.
