Does this require a primer if applied to a grit blasted surface?

A primer is not needed when using this product. Ensure the surface is abraded and cleaned and de greased.

can this be sprayed on?

Most paints can be spray applied if reduced to the correct viscosity. This product is made to level when brushing on and unfortunately POR15 does not provide instructions for spraying.
