Can this be used over polypropylene?
I do not know as polypropylene resists most paint and tends to peal.

I have "plastic" wheel caps where small areas have lost the paint. Does all the paint need to be removed or can I just clean up the loose chips/edges, spray the promoter and then color or, does ALL the previous factory paint need to be removed first?
You can scuff the original paint and clean it and spray it right over it.

Will this work on powder coating? I had some running boards powder coated gray and I’d like to spray them black. they are made of steel with little squares over the surface like diamond plate or checker plate making sanding extremely difficult.
We have not tried this product with powder coating. Powdercoating is not meant to be painted over top of. We could only recommend that you try this in a small spot to see if this will work for you.

What do they mean by Wet-on-wet application melts color into substrate?
You apply your next coat/product directly onto he surface while this spray on promoter is still wet.

Can I use this product for exterior plastics
This product would be perfectly fine on exterior plastics as well.
