Does this require an adhesion promoter when applied over a bare flexible bumper cover?
Adhesion promoter is not required for use with this.

What grit paper is recommended when sanding this flexible glaze?
The sanding paper grit that you will want to start with would be 180 to take down the high spots, and the work your way up to 400.

What is the max thickness per single application? Can multiple layers be applied for a thicker fill? Is there an overall max thickness with multiple layers? I have a soft bumper cover to repair, and believe some areas will need upto 1/8" filler.
Generally with flexible style fillers it is recommended to have a max film build after sanding of 1/8th inch. As for amount per application that isn't as important other than to say not to load a huge amount on per coat. If you need to fill past 1/8th inch it would be recommended to first use a plastic soldering kit.
