Do you bend the tubing first then slide it on or slide to the area needed then bend the tubing

You will want to bend the tubing first and then slide it into the product.

Can this be put on the tubing after the fittings are installed?

The Brake Line Armor need to be installed prior to installing the fittings, as it slips over your brake line.
