Technically yes it can be used in a drill/dremel tool. But no it is not the same as the one in the kit

What is the arbor size and the thickness of the 8&quot; Dia. wheel ? I require a 3/4&quot; center hole.

That one in particular is a 1/2in arbor. You would need to jump to a 10inch wheel 13038 to accommodate a 3/4in arbor.
