how often should the anode and the solution be replaced?

Depending on amount of use. Anodes need to be replaced when they become too small, show signs of damage, or their performance declines. Solutions need replacement when their concentration decreases, they become contaminated, or signs of bath exhaustion appear.

What type of metal is this anode made from specifically?

The Anode strips are 70% Tin/30% Zinc.

I have been stripping the paint and rust off of some old 1950 era Dodge truck rims using wire wheel and electrolysis methods.  Since I have been dabbling in electrolysis, could I use this anode material to plate the rims for added rust prevention?

Wheels will be hard to dip in a vat of solution large enough to attract the anode over to.
