Can this unit charge a battery if attached for a long time

This is meant for jump starting vehicles and not for charging a battery long term. It does charge the battery a little to boost the battery for jump starting.

I have plugged a cell phone charger and nothing seems to be moving except the 25% red light is on.

Since this is not our item, all we personally have is the same as you do- the instruction manual. They do list a phone number in this manual for support which is 1.800.456.6626.

Does it come with a charger to plug up in Shop outlet to charge?

This comes with the 12V car charger connector. If you need to charge at your house, you will need something like your charger block from a cell phone

I see that the peak rating for the NOCO GB40 is 1000A, but what is the actual "cranking power?" The specs should show this information but do not.

The cranking power is not available. If you stay within the recommended engine size, this unit will work very well. Max size engine for GB40 is 6 Liter.
