Safety Information
Always wear eye, skin and respiratory protection when using this product. Always apply in a well-ventilated area. Consult MSDS and product label for specific safety warnings.
Works on metal, paint, glass, plastics and rubber. Surface must be clean and free of wax, grease and debris. Product must be at room temperature. Place the caulk bead over the joint and press firmly into joint. Caulking material will not crack or shrink.

No, This Non-hardening, paintable caulk strips match the original equipment look, so they're perfect for firewalls, taillight housings, trim, HVAC systems and door panels etc. Floorpan gaps should be welded then seam sealed.

How can you remove excess without damaging paint

To remove excess Eastwood Flexible Strip Caulk without damaging the paint, it is recommended to use either PRE Painting Prep or mineral spirits. These cleaning agents are effective in cleaning up the caulk while being gentle on painted surfaces. Ensure to follow proper safety precautions and test the cleaning agent on a small, inconspicuous area first to confirm compatibility with the paint

My 98 E350 is leaking from rust holes around the third brake light. Would this caulk work or is there a better product to seal around the light?

I recommend you stopping or encapsulating the rust first.
YES, you can use the sealer you were asking about.
Then you may consider SEM 1K Sprayable Seam Sealer - Black 10 oz Plastic Tube 29492 (58497Z)
if you would want to paint over it this may be the way to go.
