Can I use one of your chrome powders as a base coat and then us the metallic red powder coat over the top of the chrome?

If you want to but with the powders labelled as metallic- it will not appear any different. The metallic powders are not translucent so you wouldn't really be gaining any added effect doing so. You would be better off using chrome, adding one of the translucent powders over and mixing some metallic flake into the translucent powder.
