Apply with a brush or with an undercoating gun. Remove loose scale and rust. Apply directly over surface rust and bare metal to desired film build. Allow 24 hours for full cure for 68 degree F at 50 percent humidity. Thickness and weather conditions can affect dry times.

Rust Encapsulators can go over other coatings if properly prepped, cleaned, scuffed, sanded. They are designed to work directly with rust though.

Yes, Eastwood Rubberized Rust Encapsulator can be applied over Rust Encapsulator Platinum. Rust Encapsulator Platinum is designed to be top-coated with almost any paint or coating, including rubberized coatings. Ensure that the Rust Encapsulator Platinum is fully cured and, if more than 48 hours have passed since application, scuff the surface lightly with 320-grit sandpaper to promote adhesion before applying the Rubberized Rust Encapsulator

I’m looking for an undercoat for pickup bed. I’m trying to find somthjj in bag that will help mute the bed. I have loud exhaust and the bed resonates and creat a lot of add sound. Will this product act as a sound barrier as well?

This is a Rubberized Encapsulator.
"Combining an Undercoating with the rust prevention properties of the Encapsulator".
Spray on Bed liners are to protect from dent damage to the surfaces.
Different purposes.

Can I use this product over previously applied Heavy-Duty Anti Rust product?

This cannot be applied over Heavy Duty Anti- Rust. No coatings/top coats will adhere over the Heavy Duty Anti Rust since it is a wax/oil based coating that doesn't fully cure.
