Can Eastwood single stage paint products like this candy apple red be buffed and finished just like a base coat/clearcoat?

Yes, Single Stage paints can be sanded and buffed as clearcoats are. There are many resources on Eastwood Garage and also a number of YouTube videos on this subject to assist in choosing sandpaper grits, compounds etc.

Depending on you application, only if your looking for show car look, Eastwood Makes available Show Car Clear.
It is not needed for a regular single stage paint job.

Do you recommend using the Urethane reducer with this single-stage paint, when using a LVLP spray gun, and if so then at what ratio?

We strongly recommend the use of our Reducers in regards to this paint. Reduction amount will be to your own preference. Your mixed amount can be reduced up to 20% with any of our Urethane reducers.

Is the a tech document for this paint? Most paint and primers I’ve worked with will have a document telling you pot life, recommend psi, time between coats, etc.

Can I spray this over sanded lacquer?

It is possible but generally not recommended. Lacquer paints used a large amount of thinner in them so when applying a urethane over lacquer there can be issues with adhesion. If the lacquer paint was done 30 years ago you are probably safe to properly sand and prep the old paint to then apply the urethane paint over top. We would still suggest to properly sand and prep the old lacquer and top it with Eastwood Epoxy primer 1st before adding a urethane top coat just to be safe
