I would not skip it.
Some might be tempted to skip the Vinyl Prep, but even after I had washed the dash pad I was preparing to coat and was sure it was pretty clean, Vinyl Prep removed even more "gunk" that was invisible. It claims to also prepare the surface to adhere the final coating and also to make it softer. No way for me to verify that other than to say the finished product looked factory original when it was finished. So, why take a chance? use it.

Does the job
Vinyl painted a brand new snowmobile seat orange section to black... after reading the can it seems it's more of a cleaner than a prep and being that my seat was brand new I figured it may not be necessary but I used it anyway and then wiped with a damp microfiber towel. Sure enough some black stuff ended up on the towel so I guess it did the job.
Painted black SEM classic coat, looks perfect.

want to repaint console on boat that is a hard kind-of plastic. what prep should i use and what paint?
You'll want to scuff the surface with a gray scuff pad. Then clean with a plastic cleaner, use this adhesion promoter and then finish it off with the interior paint color of your choosing. We offer colors from SEM and Colorbond.

Yes, furniture and interior of vehicles follow the same sort of prep and materials. You would use this before applying the paint.

What is the ratio of cans per paint used? Do I need one of these for each can?
There is no specific ratio, but you will not require an entire can per can of paint. I'd pick up one can of this material for your project, more if you're planning on doing multiple large projects.
