Followed all the directions per mfg with plastic adhesion promoter and black bumper coat paint purchased from Eastwood. The finish came out looking as good as factory with no flaking, chalking, or other blemishes after 4 years with regular outdoor exposure. This is my second can to use on another lip spoiler as my friend used up my 1st can with similarly great results on his car.

I need to use a filler primer on an abs plastic spoiler to fill in some small scratches. Do I use the adhesion promoter or the primer first?
Any raw, unpainted plastic areas should have an adhesion promoter applied prior to any paint or primer. This ensures the best paint job to come.

I have a brown vinyl chair and ottoman that I would like to change to blue or possibly white. What products should I use? TIA
On Vinyl we would recommend using the SEM Vinyl prep part number 52055z to clean and slightly soften the substrate to accept the color. When it comes to color you can simply pick from one of the SEM Interior colors we sell. https://www.eastwood.com/paints/interior-dyes.html

I have to paint a restored 1950 Olds steering wheel. It is the factory highly metalic gray/blue, and the interior and dashboard will be high gloss black. Hence, the steering wheel will have to become gloss black. I need an endurable paint coating.

Do I need to use a sealer after applying this product to a bare plastic bumper, or can base coat be applied directly over the adhesion promoter?
You can use a base coat directly over the adhesion promoter.

Would i need this product to attach a plastic dash cover to a plastic dash on my 71 camaro, or what would i need for that.
This isn't for gluing parts down but ensuring paint adhesion to plastic parts.

You will only need to apply this if you sand down to the bare plastic.

Anytime you sand to bare plastic and desire to repaint an adhesion promoter is always recommended.
