Basecoat Paint Kit is a low-VOC system, so it meets regulatory limits in highly-regulated areas, eliminating the need to switch to a waterborne system.
What's Included
Urethane Basecoat, 1 gallon Low-VOC Urethane Activator, 1 qt. (your choice of Fast, Medium or Slow)
BASECOAT PAINT MIXING RATIOS Thoroughly mix four parts Low-VOC Urethane Basecoat with one part Low-VOC Urethane Activator. Use Fast (50308ZP) for small jobs, or temps below 75°F; Medium (50309ZP) for small jobs, or temps between 70-85°F; or Slow (50310ZP) for large jobs, or temps above 80°F. Keep in mind, other factors, such as humidity, air flow and total film thickness should also be considered. In many situations, it will be useful to add 10%-20% 50104ZP Zero-VOC Reducer to aid sprayabliity, flow and leveling. Remember, this is an activated basecoat system; only mix as much as is needed. Pot life is about 2 hours at 70°F.

APPLICATION INSTRUCTIONS Apply Low-VOC Urethane Basecoat color in two full medium wet coats with a consistent 50% overlap pattern. Allow five to ten minutes flash time between coats. Flash time should increase if additional coats are applied. Most colors will cover in two coats.
Basecoat should dry dust-free within 10-20 minutes. May be lightly sanded in as few as 20 minutes. Wait at least 30 minutes before wet sanding. Wait 45-90 minutes before taping on the fresh film. All dry times are approximate, at 70°. Temperature, air flow, total film thickness and other variable may extend these times.

Are Eastwood urethane base coat paints compatible, can I tint a color with another color if needed?

Can I apply base coat over the your single stage paint and how much prep do I do

the Prep would be like a normal paint pep. Wash the car with Dawn dish soap and water, wipe down with Pre. Sand car with 400 grit paper wipe with pre and you can apply the base coat. If you sand through at any spots and you have bare metal showing, then in those areas you will need to apply some primer before going to your base coat.

SSU is basically an all in one application (unless labeled as a metallic or pearl which should have a clear applied over top of). This means essentially the clear is already mixed in. This typically yields a slightly lesser glossed appearance in comparison to a Base coat option which you apply a clear coat over top of. Base coat paints a re a little more user friendly since you have the opportunity to sand out imperfections before you apply the clear coat.

Thinking of painting my car a matte/satin blue would this product work with your matte clear? Never painted two stage, how long would I wait after applying base coat to apply the clear and is there any prep between the two?

This color would certainly work with our matte clear, you will have to wait at least 45 min to topcoat the clear on the top.

I'm a weekend warrior and I don't have the room or probably the time to spray the whole vehicle at once. With Eastwood Coastal Highway Blue Base coat, would i be safe spraying panels at different times and still having a uniform blue color?

If you were to paint the panels at different times it is likely to have a slight variation in the color. Consider Temp. and Humidity, as well as your spraying speed and gun set up. Painting in a controlled paint booth would really help you, as for painting the panels one at a time.
